The North-East Affected Area Development Society (NEADS), an ADRRN member, is responding to severe flash flooding across four districts of the Indian state of Assam following a cloudburst in Mon District of neighbouring Nagaland on 19 July. Intense rainfall across the upper catchments sent rivers, including the Disang, Dikhow, Dhansiri, and Jhanji, surging past danger levels, inundating villages, farmland, and infrastructure downstream in Sivasagar, Charaideo, Jorhat, and Golaghat.
As of 25 July, the toll is severe and still climbing. More than 705,000 people across 720 villages have been affected, with over 52,800 hectares of cropland submerged. The state has confirmed 47 deaths and 8 people still missing. Sivasagar has borne the brunt, with over 3.48 lakh people affected across 257 villages, followed by Charaideo (1.88 lakh), Jorhat (1.26 lakh) and Golaghat (32,000+). Water levels have begun receding in some areas, but the Dikhou, Disang and Dhansiri (South) remain above danger level, and continued rainfall could still worsen the situation.
Rescue and relief operations are underway involving the Army, Air Force, NDRF, SDRF, Fire and Emergency Services, Civil Defence and district administrations. Ninety-five relief camps and 258 distribution centres are currently operational, sheltering and supporting over 100,000 displaced people, alongside more than 8,400 evacuations to date.

NEADS has activated its emergency response team and is conducting rapid needs assessments across all four affected districts, working in coordination with district administrations, DDMAs and local authorities. The organisation has also launched an emergency relief programme and is mobilising volunteers and engaging directly with affected communities to guide the response.
Based on assessments so far, the most urgent needs on the ground are food and nutrition support, safe drinking water and WASH services, emergency shelter and non-food items, healthcare, protection, and support toward early livelihood recovery — with cash assistance also identified as a priority.
