Situation Overview
The tropical cyclone significantly affected South East Asia a week ago. In Indonesia, it struck three provinces: North Sumatra, Aceh, and West Sumatra Provinces. The topography and extreme weather, exacerbated by environmental degradation, triggered flash floods, riverine floods, and landslides in 50 regencies/municipalities in these 3 provinces. As of 2 December 2205, NDMA has reported 659 people dead, 475 people missing, 1.1 million people displaced, and almost 3.2 million people have been affected due to the disruption of road access, electricity, and communication. The data continues to evolve as several areas remain isolated. All of the governors of these 3 provinces have released a decree concerning the status of emergency, which lasts for 14 days, and some of the regents even declared that they are unable to cope with the impact of disasters with the limited resources.
Impacts on the ground
Situation update from North Sumatra and Aceh Provinces
1) Aceh Province
Heavy, prolonged rainfall has caused flash floods and landslides in several areas of Aceh.
- Areas vulnerable to flooding include river upstream areas, hillsides, and settlements along riverbanks.
- Flooding has impacted 10 regencies, including Bireuen Regency, Lhokseumawe City, East Aceh Regency, Langsa City, Aceh Singkil Regency, North Aceh Regency, Aceh Tamiang Regency, Bener Meriah Regency, Gayo Lues Regency, and South Aceh Regency.
- The rapid increase in river water levels carried mud, wood, and rocks, causing damage to homes, disrupting road access, electricity and communications.
- Aceh Governor Decree No. 100.3.3/1416/2025 concerning the Determination of Emergency Response Status for Hydrometeorological Disasters in Aceh in 2025 establishes a 14-day emergency status, effective from November 28 to December 11, 2025

2) North Sumatra Province
High-intensity rain caused flash floods and landslides on November 24-25, 2025. BMKG (the Indonesian Agency for Meteorological, Climatological and Geophysics) reported that the extreme weather in North Sumatra was the result of Tropical Cyclone Senyar, which originated from Tropical Cyclone Seed 95B that developed on November 21, 2025, in the waters east of Aceh, in the Strait of Malacca.
- A total of 7 districts/municipalities in North Sumatra Province were affected, namely: Pakpak Bharat, Padang Sidempuan, North Tapanuli, Sibolga City, South Tapanuli, Central Tapanuli, and Mandailing Natal.
- Impact details in South Tapanuli District:
- fatalities: 37 people,
- injured: 58 people,
- number of displaced persons: 2.851 people
- Impact details in Mandailing Natal District:
- 1.200 families displaced,
- 4 villages inundated with water levels reaching approximately 4 meters;
- 15 hectares of agricultural land are flooded
- The emergency response status in North Tapanuli Regency has been in effect from November 25 to December 9, 2025, through Decree Number 552 of 2025. Similarly, Mandailing Natal Regency, through Decree Number 360/1065/k/2025, has declared an emergency response period from November 26 to December 9, 2025. South Tapanuli Regency, through Decree Number 100.3.7.2/575/KPTS/2025, has enforced an emergency response period from November 24 to December 7, 2025.

YEU is coordinating with relevant stakeholders, including local churches, and conducting field assessments to identify conditions and needs, particularly the specific needs of at-risk groups.

Interventions by the YAKKUM Emergency Unit (YEU)
YEU has been responding in the North Sumatra and North Aceh areas
YEU’s emergency response team arrived in North Sumatra on 1 December 2025. As part of the initial intervention, the YEU emergency response team is preparing to distribute hygiene kits in Sibolga, North Sumatra, while simultaneously conducting detailed assessments to identify the most vulnerable communities in the affected regions, particularly Sibolga City, Central Tapanuli, and Humbang Hasundutan.
YEU is also working closely with their local volunteers in North Aceh to provide hygiene kits tailored to the specific needs of high-risk groups.
The national government continues to lead response efforts; however, the scale of disruption has resulted in significant unmet humanitarian needs. YEU remains in active coordination with ADRRN member organisations in Indonesia (MPBI, YCWS, and HFI) to strengthen and harmonise relief operations across the affected areas.
