JICA has offerred through ADRC the training program in disaster management as detailed in the attached document.  It is open only to NGOs who are members of ADRRN IN 6 countries as listed and ONLY ONE NGO per country.  It is an excellent opportunity and fully sponsored.

Please send an email to Dr. Jemilah Mahmood president@mercy.or.my by 30 May if your organisation wishes to nominate a person to be trained and to be trainer eventually.  Please note that this matter should be given serious consideration and a
committed participant is required and who will be in the organization for at least another 2 years till at least mid 2009.


Suitable applicants’ full name and organisation should be sent to me with a brief note on your commitment to the process.  The final decision will be made by a panel of ADRRN and ADRC.

Overall Goals

  1. Capacity development of the ADRRN members for disaster risk reduction contribute to providing the opportunity for local community people in Asia to learn the knowledge on natural disasters and disaster risk reduction from local NGOs. And ultimately it leads to the development of the capacity of local community people in Asia.
  2. ADRRN members are able to further develop its network and their activities, and also to conduct prevention, response and recovery activities of natural disasters adequately and smoothly in Asia.

Objectives

  1. Each NGO member of ADRRN network will develop their capacity of disaster risk reduction and knowledge on natural disasters
  2. Trained NGO officers are able to conduct a training of disaster risk reduction for ADRRN members.
  3. ADRRN members are able to conduct disaster risk reduction activities in their own countries by use of expertise and knowledge gained in this project
  4. This project contributes to integrating disaster risk reduction into the development activities that NGOs conduct.

<Activities and outcomes>
First Year (2007): Trainer training in Kobe, Japan
     JICA and ADRC will receive 6 full-time officers from the proposed NGOs which belong to the ADRRN network, who are involved in disaster prevention projects. And provide training on natural disasters and disaster risk reduction in Kobe, Japan for about 2 weeks. Through this training course, trainees will learn about the basic and accurate knowledge on natural disasters and disaster risk reduction. Based on the knowledge and expertise that they learnt in the training, they are expected to prepare for a training workshop to be conducted in the following year, as well as to develop tools for disaster education that can be used in their own disaster-related projects. JICA and ADRC will monitor the progress accordingly.

Second Year (2008): Training for ADRRN members to be conducted by the trainees who took part in the training in the first year
     Right after the annual ADRRN meeting, the trainees will hold two-day workshop (or one-day workshop) of natural disasters and disaster risk reduction for ADRRN members, based on what they learnt in the first year's training. ADRC will collaborate closely with the trainees and prepare for a workshop.
     In the workshop, trainees will report on the first year training and introduce some tools for disaster risk reduction that they developed as outcomes of the first year training.
     After the workshop, each trainee, along with their NGO members, will develop action plans for third years (community-based workshop or project on natural disaster reduction) and the proposal will be handed in to ADRC. The monitoring will be conducted by ADRC accordingly.
     This 2nd year process is flexible and will be changed according to the progress of this project.
 
Third Year: Community Workshop or Project for Disaster Risk Reduction to be conducted by ADRRN
     ADRC will select 3 NGOs that handed in the proposal of action plans in the second year. Then the selected NGOs will conduct community based disaster reduction workshop (or project) for local people under the leadership of ADRRN members. The monitoring will be conducted by ADRC accordingly.

JICA and ADRC will allocate the necessary budget to this project. Since the budget is limited, ADRC might ask the ADRRBN members if they can associate this project into their on-going projects.
